The motion was to DENY annexation of Area 13. The vote was 6 to 1 with only Michelle Lopez voting FOR annexation. You make it sound as though Michelle Lopez was in opposition of annexation with her vote. Trust me - Ms. Lopez is for ANYTHING the City Manager wants.
